Job Title: Operations Program Manager

  • Operations Program Manager - Biomass*

Location: Ann Arbor, Michigan

  • MISSION*

To undertake projects within the DTE Biomass organization that build operational competence, increase efficiency and improve profitability while supporting our Management of Change (MOC) program. Provide broad support to field operations and operations management. A successful candidate can independently implement projects within the VP of Operations’ intent while requiring minimal oversight. Candidates must be willing to have moderate travel, spend time on top of landfills, work well with multiple levels of employees in the organization, and clearly present results and recommendations to senior management.

  • PRINCIPAL DUTIES AND RESPONSIBILITIES*

Asset Management and Energy Recovery Facility

  • Lead PSM/MOC process at two high profile sites

  • Understand and make improvements to the processes at our landfill gas to pipeline quality facilities

  • Support the preparation of capital authorization documents and supporting schedules

  • Coordinate company-wide maintenance tracking using eMaint; analyze data, present observations

  • Analyze purchased power, purchased gas and parasitic load data for trends and work with managers to improve efficiency and reduce cost

  • Implement equipment specific collaboration meetings (blowers, compressors, etc.) to establish best practices

  • Implement an electronic operator logbook

  • Lead digital knowledge management initiatives

  • Lead small scale plant improvement projects as needed.

_ Landfill Gas Recovery:_

  • Support wellfield maintenance and expansion projects

  • Assist in the development of wellfield designs, cost estimates and schedules

  • Lead evaluation of technical issues related to the Gas Collection and Control System (GCCS) at existing facilities

  • Support technicians and managers in the investigation of unusual events

  • Provide GCCS analysis, reports, recommendations and follow-up

  • Provide technical support to managers and technicians in the investigation of field problems and production shortages through root cause analysis and development of corrective actions

  • Provide technical support to the plant managers to implement cost saving measures, improve efficiency and control operating costs for wellfield operation and maintenance

  • Track GCCS performance with regard to quantity and quality of gas; identify trends and compare performance against benchmark data; provide technical and operational solutions to correct deficiencies

  • Evaluate and monitor the cost of Landfill Gas (LFG) collection where appropriate

  • Lead Wellfield Collaboration calls to enhance knowledge sharing and problem solving capabilities

  • Support Continuous Improvement initiatives pertaining to LFG recovery

  • Lead the development and implementation of consistent GCCS operating philosophies and best practices to maximize availability, efficiency, and productivity

  • Conduct wellfield best practices classes; develop training and testing curriculum for technicians.

  • Interact with peers within the LFG industry; identify and implement best practices concerning LFG recovery operational and maintenance activities

  • Audit compliance with environmental regulations/objectives

  • Coordinate the compilation and analysis of all necessary data to evaluate and ensure environmental compliance

  • Lead or support technical due diligence of gas collection systems aligning energy recovery expectations with environmental compliance objectives for new projects and acquisition prospects

  1. Management of Change program in place and being followed at Pinnacle and Westside

  2. GCCS Collaboration Meetings – biweekly schedule, agenda/topics/references/action items are available and organized for easy reference and retrieval

  3. eMaint in use at each facility

  4. Downtime report integrated into for each facility

  5. Electronic logbook implemented and utilized across all projects

  6. NSPS compliance confirmed

  • KNOWLEDGE, SKILLS AND ABILITIES*

A high school diploma or GED is required. A degree in engineering, operations management or similar or equivalent work experience is required. Chemical or Process Engineering experience is preferred. At least five years of increasing responsibility in management roles in gas processing facilities, power generation, manufacturing or industrial environment to provide for the following:

  • Excellent communication skills with the ability to clearly and concisely communicate both verbally and in writing to internal and external audiences

  • Organizational skills with the ability to meet deadlines and manage multiple simultaneous activities

  • Demonstrated ability to take tasks, assignments and projects from start to completion largely self directed

  • Thorough understanding of the financial impact of operational and maintenance decisions at a facility

  • Demonstrated ability to develop effective working relationships

  • Ability to manage through the delegation to and empowerment of employees

  • Ability to respond quickly and effectively to operations and logistics problems in order to provide timely solutions

  • Ability to analyze data for key performance metrics and trends

  • Ability to use and coach Continuous Improvement tools and methodologies

  • Knowledge of regulatory processes

  • Working knowledge of Microsoft Windows, Word, Excel and PowerPoint; familiarity with email, scheduling, commitment tracking, customer relations and time reporting software

  • Possess and maintain a valid, unrestricted state driver’s license.

  • Working Conditions*

Generally, the employee performs job duties in a climate controlled office environment, with a moderate noise level. Position requires travel to plant sites where noise levels and environmental conditions can vary.

While performing some of the duties of this job, the employee is frequently exposed to outside weather conditions, including wet and/or humid conditions, and extreme cold and/or heat. The employee is regularly exposed to moving mechanical parts and/or machinery. These duties are at or within the vicinity of a landfill gas processing facility. May operate a motor vehicle and/or ATV style off road vehicle on unimproved terrain.
