_ GENERAL SUMMARY_

DTE Midstream (“Company”) is a growing enterprise which currently owns and operates natural gas gathering and transmission pipelines and facilities in Pennsylvania, West Virginia and New York, as well as, natural gas storage facilities in Michigan. As an individual contributor, the Senior Codes and Compliance Engineer maintains a pipeline safety compliance program for all of the Company's natural gas pipelines, including the development of additional compliance processes/requirements pursuant to Federal and State Pipeline Safety regulatory changes.

_ PRINICIPAL DUTIES AND RESPONSIBILITIES_

  • The interpretation and evaluation of existing and upcoming changes of new or proposed State and Federal natural gas pipeline safety, compliance and reporting regulations, and development and management of compliance-based programs. Provide timely communication to senior management.

  • Develop and maintain an active relationship with PHMSA and State regulatory agencies and auditors.

  • Represent the Company at both PHMSA and State audits and investigations.

  • Provides subject matter expertise in support of training others on regulatory compliance issues.

  • Develops and annually reviews the Operations & Maintenance Manual for natural gas pipelines.

  • Responds to State and Federal regulatory agency pipeline inquiries and notices.

  • Completes and submits all required state and federal pipeline filings and reports.

  • Provides guidance for the completion and submittal of required accident/incident reports, pipeline safety related condition reports and abnormal operating condition reports as requested.

  • Develops programs for compliance with pipeline safety regulations and Company standards, procedures, and/or processes.

  • Provides support and guidance to operational assets to prepare them for state and federal regulatory audits and inspections as necessary.

  • Evaluates and provides appropriate technical guidance on all pipeline compliance requests.

  • Assists the various Company departments regarding permitting, project development and implementation, GIS, Drug and Alcohol Testing, One-Call, Operator Qualification, and compliance issues.

  • Audit operations and construction activities for compliance and identify opportunities for improvement.

  • Identify and resolve non-compliance issues and methodologies with a focus on preventative measures.

  • Provide general support to the business unit with focus on continuous improvement of systems, documentation practices, and communication with regulatory entities.

  • Coordinate with Company’s maintenance group to develop and maintain a schedule of maintenance activities related to compliance with the O&M Plan; collaborate closely and facilitate activities with operations, engineering, and construction teams to promote regulatory compliance

  • Support operations, engineering and construction functions on natural gas facility and pipeline construction.

  • Provide regional subject matter expertise from the Canonsburg office with frequent travel to business unit locations including but not limited to Pennsylvania, New York, Ohio and Michigan.

  • This position may include FERC training requirements.

  • Perform other related duties and projects as assigned.

_ KNOWLEDGE, SKILLS AND ABILITIES_

  • A Bachelor's degree in Engineering, Engineering Technology or related technical discipline with a minimum of 5 - 10 years of experience in the Midstream or Gas Transmission industry is required.

  • Pipeline regulatory support, field operations, control center operations, maintenance, engineering, drafting and/or project management experience is required.

  • Experience in developing and evaluating effective pipeline regulatory compliance programs and a detailed understanding of PHMSA/DOT 49 CFR and applicable state regulations, such as Title 16 NYCRR Part 255 and PA Act 127, and working knowledge of the PHMSA/DOT referenced standards is required.

  • Experience with pipeline and facility construction and inspection for capital projects is require.

  • Must be results-oriented and possess excellent communication skills, both verbal and in writing.

  • Excellent computer skills, including the use of Microsoft Office software (Excel, Word, Access, Publisher and PowerPoint) is required.

  • Knowledge and practical working experience in public meeting settings are required.

  • Must be able to walk up stairs (valve sites, compressor stations, pump stations, etc.) and withstand being outdoors for extended amount of time.

  • Standard business correspondence and communication techniques.

  • The ability to efficiently handle competing priorities, remain organized and meet deadlines.

  • Ability to foster positive working relationships across business units, and with the regulatory community.

  • Ability to work in a collaborative environment that includes matrixed reporting structures in which functional and business unit members have equal authority.

  • Willingness and ability to travel up to 30% of the time is required.
